# UN Core Group disappointed in Sri Lanka’s stance on resolution 30/1.
The United Nations Core Group on Sri Lanka expressed their disappointment over Sri Lankan government’s stand to no longer support resolution 30/1 at the United Nations Human Rights Council 45, on 15 September 2020.
The United Kingdom’s International Ambassador for Human Rights, Rita French, delivered this statement on behalf of Canada, Germany, North Macedonia, Montenegro and the UK, the Core Group on Sri Lanka.
The Core Group notes that Sri Lanka has suggested for a new domestic process to continue its commitment to fostering reconciliation, justice and peaceful coexistence among Sri Lanka’s communities.
However, previous such processes have proved insufficient to tackle impunity and deliver real reconciliation, the statement pointed out.
The Core Group recommended to the Council to pay attention to how the new approach, will differ from these previous attempts and put the victims of conflict at its heart.
Further, statement emphasized the importance of the future of the Independent Commissions including the Office for Missing Persons and Office for Reparations.
The Core Group raised its concerns over reports of an ‘increasingly difficult operating environment’ for the civil society and human rights groups in Sri Lanka and called on the government to take all steps necessary to allow them to operate freely.
# 30/1 යෝජනාව පිළිබඳ ශ්‍රී ලංකාවේ ස්ථාවරය ගැන එක්සත් ජාතීන්ගේ ප්‍රධාන කණ්ඩායමේ බලාපොරොත්තු සුන් විය.
2020 සැප්තැම්බර් 15 වන දින එක්සත් ජාතීන්ගේ මානව හිමිකම් කවුන්සිලය 45 හි දී 30/1 යෝජනාවට තවදුරටත් සහාය නොදක්වන ශ්‍රී ලංකා රජය ගත් ස්ථාවරය පිළිබඳව ශ්‍රී ලංකාව පිළිබඳ එක්සත් ජාතීන්ගේ මූලික කණ්ඩායම සිය බලාපොරොත්තු සුන් කර තිබේ.
කැනඩාව, ජර්මනිය, උතුරු මැසිඩෝනියාව, මොන්ටිනිග්‍රෝව සහ එක්සත් රාජධානිය, ශ්‍රී ලංකාව පිළිබඳ මූලික කණ්ඩායම වෙනුවෙන් එක්සත් රාජධානියේ මානව හිමිකම් පිළිබඳ ජාත්‍යන්තර තානාපති රීටා ෆ්‍රෙන්ච් මෙම ප්‍රකාශය කළේය.
ශ්‍රී ලංකාවේ ප්‍රජාවන් අතර සංහිඳියාව, යුක්තිය සහ සාමකාමී සහජීවනය වර්ධනය කිරීම සඳහා වන කැපවීම අඛණ්ඩව පවත්වාගෙන යාම සඳහා නව දේශීය ක්‍රියාවලියක් සඳහා ශ්‍රී ලංකාව යෝජනා කර ඇති බව මූලික කණ්ඩායම සඳහන් කරයි.
කෙසේ වෙතත්, මීට පෙර මෙවැනි ක්‍රියාදාමයන් මගින් දඬුවම් නොලබා කටයුතු කිරීමට සහ සැබෑ ප්‍රතිසන්ධානයක් ඇති කිරීමට ප්‍රමාණවත් නොවන බව ඔප්පු වී තිබේ.
නව ප්‍රවේශය, මෙම පෙර උත්සාහයන්ට වඩා වෙනස් වන්නේ කෙසේද යන්න පිළිබඳව අවධානය යොමු කරන ලෙසත්, ගැටුමට ගොදුරු වූවන්ගේ හදවතේ තබා ගන්නා ලෙසත් මූලික කණ්ඩායම සභාවට නිර්දේශ කළේය.
තවද, අතුරුදහන් වූවන් සඳහා වූ කාර්යාලය සහ වන්දි ගෙවීමේ කාර්යාලය ඇතුළු ස්වාධීන කොමිෂන් සභාවල අනාගතයේ වැදගත්කම ප්‍රකාශයෙන් අවධාරණය කෙරිණි.
ශ්‍රී ලංකාවේ සිවිල් සමාජයට සහ මානව හිමිකම් කණ්ඩායම් සඳහා ‘වඩ වඩාත් දුෂ්කර මෙහෙයුම් පරිසරයක්’ පිළිබඳ වාර්තා පිළිබඳව කෝර් සමූහය සිය කනස්සල්ල පළ කළ අතර ඔවුන්ට නිදහසේ ක්‍රියාත්මක වීමට ඉඩදීමට අවශ්‍ය සියලු පියවර ගන්නා ලෙස රජයෙන් ඉල්ලා සිටියේය.
