02 New Members were appointed to the Monetary Board of the Central Bank of Sri Lanka.

A Constitutional Council Meeting was held at 6 pm today (24 June 2020) at the Speaker's Residence under the patronage of its Chairman and former Speaker of the Eighth Parliament Karu Jayasuriya.

The nominations sent by the President, Gotabhaya Rajapaksa for the two-member vacancies of the Monetary Board of the Central Bank of Sri Lanka was taken into discussion at this meeting.

Accordingly, The President’s nominees were  approved by the constitutional council and therefore industrialist-cum exporter and Nature’s Beauty Creations Ltd. and Multichemi International Ltd. Chairman Samantha Kumarasinghe and former Central Bank Deputy Governor and former chairperson of the Hatton National Bank  Dr. Ranee Jayamaha are appointed as two members of Monetory Board.

Two members of the Monetary Board, Nihal Fonseka and Dr. Dushni Weerakoon, appointed during the previous regime, resigned with effect from 31 May.

Monetary Board

The Central Bank has a unique legal structure in which the Central Bank is not an incorporated body. In terms of the Monetary Law Act, the corporate status is conferred on the Monetary Board, which is vested with all powers, functions and duties. As the governing body, the Monetary Board is responsible for making all policy decisions related to the management, operation and administration of the Central Bank.

The Monetary Board of the Central Bank consists of five (5) members 

The Governor

The Secretary to the Ministry of Finance ( ex-officio )

Three (3) non - executive members

The Governor is the Chairman of the Monetary Board and also functions as the Chief Executive Officer of the Central Bank. The Governor and the non-executive Board members are appointed by the President, on the recommendation of the Minister of Finance. The approval of the Constitutional Council is also required for the appointment of the non-executive Board members. The term of office of the Governor and the non -executive Board members is six (6) years. The quorum for Monetary Board meetings is three (3) members. The concurrence of three (3) members is required for decisions of the Monetary Board to be valid. However in cases where a unanimous decision is required, the concurrence of all five (5) members is necessary.

ආණ්ඩුක්‍රම ව්‍යවස්ථා සභා රැස්වීමක් අද (2020 ජුනි 24) සවස 06 ට කථානායකවරයාගේ නිවසේ දී එහි සභාපති සහ අටවන පාර්ලිමේන්තුවේ හිටපු කථානායක කරු ජයසූරියගේ අනුග්‍රහයෙන් පැවැත්විණි.

ශ්‍රී ලංකා මහ බැංකුවේ මුදල් මණ්ඩලයේ සාමාජිකයන් දෙදෙනෙකුගේ පුරප්පාඩු සඳහා ජනාධිපති ගෝඨභය රාජපක්ෂ මහතා විසින් යවන ලද නාමයෝජනා මෙම රැස්වීමේදී සාකච්ඡාවට බඳුන් විය.

ඒ අනුව ජනාධිපතිවරයාගේ නාමයෝජනා ව්‍යවස්ථාදායක සභාව විසින් අනුමත කරන ලද අතර එබැවින් කාර්මික-අපනයනකරු සහ නේචර්ස් බියුටි ක්‍රියේෂන්ස් ලිමිටඩ් සහ මල්ටිචෙමි ඉන්ටර්නැෂනල් ලිමිටඩ් හි සභාපති සමන්ත කුමාරසිංහ මහතා සහ හිටපු මහ බැංකු නියෝජ්‍ය අධිපති සහ හැටන් ජාතික බැංකුවේ හිටපු සභාපති ආචාර්ය රානි ජයමහ මහත්මිය මුදල් මණ්ඩලයේ සාමාජිකයන් දෙදෙනෙකු ලෙස පත් විය.

පසුගිය පාලන සමයේදී පත් කරන ලද මූල්‍ය මණ්ඩලයේ සාමාජිකයන් දෙදෙනෙකු වන නිහාල් ෆොන්සේකා සහ ආචාර්ය දුෂ්නි වීරකෝන් මැයි 31 සිට ඉල්ලා අස්විය.

මුදල් මණ්ඩලය

මහ බැංකුවට අද්විතීය නීතිමය ව්‍යුහයක් ඇති අතර මහ බැංකුව සංස්ථාපිත ආයතනයක් නොවේ. මූල්‍ය නීති පනතට අනුව, ආයතනික තත්ත්වය මූල්‍ය මණ්ඩලයට ප්‍රදානය කරනු ලබන අතර එය සියලු බලතල, කාර්යයන් සහ රාජකාරි වලින් සමන්විත වේ. මහ බැංකුවේ කළමනාකරණය, ක්‍රියාකාරිත්වය සහ පරිපාලනය සම්බන්ධ සියලු ප්‍රතිපත්තිමය තීරණ ගැනීමේ වගකීම පාලක මණ්ඩලය ලෙස මුදල් මණ්ඩලය සතුය.

මහ බැංකුවේ මුදල් මණ්ඩලය සාමාජිකයින් පස් දෙනෙකුගෙන් සමන්විත වේ

අධිපතිතුමා 

මුදල් අමාත්‍යාංශයේ ලේකම් (හිටපු නිලධාරි)

විධායක නොවන සාමාජිකයින් තිදෙනෙක් (3)

අධිපතිතුමා මුදල් මණ්ඩලයේ සභාපතිවරයා වන අතර මහ බැංකුවේ ප්‍රධාන විධායක නිලධාරියා ලෙස ද කටයුතු කරයි. මුදල් අමාත්‍යවරයාගේ නිර්දේශය මත අධිපතිතුමා සහ විධායක නොවන සාමාජිකයින් ජනාධිපතිවරයා විසින් පත් කරනු ලැබේ. විධායක නොවන මණ්ඩල සාමාජිකයින් පත් කිරීම සඳහා ආණ්ඩුක්‍රම ව්‍යවස්ථා මණ්ඩලයේ අනුමැතිය ද අවශ්‍ය වේ. අධිපතිතුමාගේ සහ අධ්‍යක්ෂ මණ්ඩල සාමාජිකයින්ගේ ධුර කාලය වසර හයක් (6) කි. මුදල් මණ්ඩල රැස්වීම් සඳහා ගණපූරණය සාමාජිකයින් තිදෙනෙකි (3). මුදල් මණ්ඩලයේ තීරණ වලංගු වීමට සාමාජිකයින් තිදෙනෙකුගේ (3) එකඟතාවය අවශ්‍ය වේ. කෙසේ වෙතත්, ඒකමතික තීරණයක් අවශ්‍ය අවස්ථාවන්හිදී, සාමාජිකයන් පස්දෙනාගේ (5) එකඟතාවය අවශ්‍ය වේ.
